城乡精神文明建设融合发展的价值意蕴、现实困境与推进路径
The Value Implications, Practical Dilemmas, and Promotion Paths of Integrated Development of Urban and Rural Spiritual Civilization Construction

城乡精神文明建设融合发展是中国式现代化的本质要求、城乡协调高效发展的战略需求以及全社会文明程度跃升的关键举措，价值意蕴丰富且深厚。鉴于当前推进城乡精神文明建设融合发展中所存在的融合深度与广度不足、资源整合与流通不畅以及工作协调与沟通机制不健全等现实困境，本文提出四条推进路径：一是立根铸魂，强化思想价值引领；二是物质塑形，夯实城乡融合发展的物质基础；三是资源流通，畅通城乡要素流动渠道；四是体系建设，补齐各项工作短板。通过这些路径的实施，以期推动城乡精神文明建设向更高水平、更深层次融合发展。
The integrated development of urban and rural spiritual civilization construction is an essential requirement of Chinese-style modernization, a strategic need for coordinated and efficient urban-rural development, and a crucial measure for the leap in the civilization level of the whole society, with rich and profound value implications. In light of the current practical difficulties in promoting the integrated development of urban and rural spiritual civilization construction, such as insufficient depth and breadth of integration, impeded resource integration and circulation, and inadequate work coordination and communication mechanisms, this paper proposes four promotion paths: first, to establish roots and shape spirits, strengthening ideological and value guidance; second, to shape material foundations, consolidating the material basis for urban-rural integrated development; third, to facilitate resource circulation, ensuring smooth channels for the flow of urban and rural factors; and fourth, to build systems, addressing shortcomings in various tasks. Through the implementation of these paths, it is expected to promote the integrated development of urban and rural spiritual civilization to a higher level and deeper level.
