Abstract:

随着数字信息技术的不断发展以及政府监管方式的不断创新,非现场监管方式应运而生。同现场监管相比,非现场监管具有节约监管资源、促进精准监管等优势,是提升政府监管效能、优化营商环境的重要举措。目前,以非现场监管为标志的防雷安全数字化监管工作仍处于起步期,深入推进防雷安全领域非现场监管,加快建立数据汇聚、筛查比对、风险预警的数字化监管体系,有助于提升气象部门监管精准化、智慧化水平。本文通过分析北京市防雷安全重点单位非现场监管开展情况,研究难点堵点问题,提出了关于防雷安全领域非现场监管的几点对策和建议。
With the continuous development of digital information technology and the innovative evolution of government regulatory methods, off-site supervision has emerged as a new regulatory approach. Compared with on-site supervision, off-site supervision offers advantages such as conserving regulatory resources and promoting precise oversight. It has become an important measure for enhancing governmental regulatory efficiency and optimizing the business environment. Currently, the digital supervision of lightning protection safety, marked by off-site supervision, is still in its early stages. Advancing off-site supervision in the field of lightning protection safety and accelerating the establishment of a digital regulatory system that integrates data aggregation, screening, comparison, and risk warning will contribute to improving the precision and intelligence of meteorological regulatory efforts. This paper analyzes the implementation of off-site supervision for key lightning protection safety units in Beijing, explores the challenges and bottlenecks, and proposes several countermeasures and recommendations for advancing off-site supervision in the lightning protection safety sector.
