As an important component of the market economy vitality, small vendors have the characteristics of large size, flexible business methods, and small business scale. However, small vendors are a type of subject that has long suffered from insufficient institutional supply, bearing institutional operating costs such as questionable business qualifications and unclear subject qualifications leading to operational difficulties. The construction of the subject status of small merchants requires discussing business freedom from the perspective of business rights, and on this basis, starting from the specific system of business registration, exploring the feasible and perfect path of qualification registration for small merchants in China—hierarchical registration.
