Abstract:

新基建自提出以来,即被视为未来创新与发展的核心理念。该研究创新性地测算了2002年至2020年中国在新基建领域的投资规模,并从信息与通信技术及研发投资的视角,深入探讨了新基建对能源利用及其空间溢出效应的影响。实证结果表明,新基建投资对能源消耗、能源强度及能源结构均产生了积极的改善作用。实证结果还揭示,新基建发展对周边地区具有空间溢出效应,且对发达地区的能源消耗影响最为突出。异质性分析表明,新基建在互联网较为发达的地区以及较为发达的地区影响最显著。本研究结果为激发新基建影响力、推动低碳经济转型提供了重要的政策指引。
Since its introduction, new infrastructure has been regarded as a core concept for future innovation and development. This study innovatively measures the scale of China’s investments in new infrastructure from 2002 to 2020 and explores the impact of such investments on energy utilization and their spatial spillover effects from the perspectives of information and communication technology (ICT) and R&D investments. The empirical results demonstrate that new infrastructure investment significantly improves energy consumption, energy intensity, and energy structure. The findings further reveal that new infrastructure development has spatial spillover effects on neighboring regions, with its impact on energy consumption being most pronounced in developed areas. Heterogeneity analysis indicates that new infrastructure exerts the greatest influence in regions with advanced internet penetration and higher levels of development. The results of this study provide critical policy guidance for leveraging new infrastructure to drive low-carbon economic transformation.
