老龄化背景下养老服务政策评估与优化研究
Research on the Evaluation and Optimization of Elderly Care Service Policies in the Context of Aging

养老服务政策的重要性随着人口老龄化程度的不断加深而日益凸显。文章从政策目标、政策实施、政策执行、政策效果四个层面，以及保障老年人权益、促进养老服务多元化两个方面对我国目前的养老服务政策进行评价，指出我国目前的养老服务政策在保障老年人权益和促进养老服务多元化方面所取得的成就，但同时也存在着资金投入不足和人才匮乏等问题。通过对问题产生的原因进行分析，并提出完善政策、加大资金投入、加强人才培养等对策，以期更好地满足老年人对养老服务的需求，促进我国养老服务的持续健康发展。
The importance of elderly care service policies has become increasingly prominent with the deepening of population aging. This paper evaluates China’s current elderly care service policies from four aspects: policy objectives, policy implementation, policy execution, and policy effects, as well as from two perspectives: safeguarding the rights and interests of the elderly and promoting the diversification of elderly care services. It points out the achievements made by China’s current elderly care service policies in safeguarding the rights and interests of the elderly and promoting the diversification of elderly care services, but also acknowledges problems such as insufficient capital investment and a shortage of professionals. By analyzing the causes of these problems, countermeasures such as improving policies, increasing capital investment, and strengthening personnel training are proposed, with the aim of better meeting the elderly’s demand for elderly care services and promoting the sustainable and healthy development of China’s elderly care services.
