上海市叶榭镇老年人基本照护服务可及性研究
Research on the Accessibility of Basic Care Services for the Elderly in Yexie Town, Shanghai

随着老龄化程度的加深，老年人对照护服务的需求增加。文章引入“可及性”概念，构建基本照护服务可及性概念模型，并运用访谈法对上海市叶榭镇的照护服务供需现状进行深入调研。研究发现叶榭镇基本照护服务存在照护服务机构较少、服务种类不足、老年人信息获取不充分、机构分布不均、交通不便、老人经济负担能力弱、养老观念差异、养老器材使用不便和服务质量有待提升等问题，针对这些问题，提出了增加照护机构数量、完善服务种类、优化机构布局和公共交通布局、完善老年人政策补贴、鼓励社会力量参与、帮助老年人树立正确养老观念、简化养老器材使用和优化人才队伍建设等对策建议。
With the deepening of the aging population, the demand for care services for the elderly increases. This paper introduces the concept of “accessibility”, constructs a conceptual model of accessibility of basic care services, and uses the interview method to conduct an in-depth investigation on the supply and demand of care services in Yexie Town, Shanghai. The study found that the basic care services in Yexie Town had some problems, such as fewer care service institutions, insufficient service types, insufficient information acquisition for the elderly, uneven distribution of institutions, inconvenient transportation, weak economic affordability of the elderly, differences in pension concepts, inconvenient use of elderly care equipment and service quality to be improved. In view of these problems, some countermeasures and suggestions were put forward, such as increasing the number of care institutions, improving the types of services, optimizing the layout of institutions and public transportation, improving the policy subsidies for the elderly, encouraging the participation of social forces, helping the elderly establish a correct concept of old-age care, simplifying the use of old-age care equipment and optimizing the construction of talent team.
