Abstract:

为了解决当前我国中小学生课业负担过重的顽疾,2021年7月,中共中央办公厅、国务院办公厅联合印发《关于进一步减轻义务教育阶段学生作业负担和校外培训负担的意见》(以下简称“双减”政策)。本文旨在深入探析“双减”政策的本质内涵,了解在“双减”政策实施过程中,政府规定、学校情况以及家长诉求三方之间的关系,解决彼此间的矛盾冲突,加强三方合作,共同建构义务教育良好生态。
In order to solve the current stubborn problem of excessive homework burden on primary and secondary school students in China, in July 2021, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council jointly issued the “Opinions on Further Reducing the Burden of Homework and Extracurricular Training for Students in the Compulsory Education Stage” (hereinafter referred to as the “Double Reduction” Policy). The purpose of this paper is to deeply explore the essence and connotation of the “double reduction” policy, understand the relationship between government regulations, school conditions and parents’ demands in the implementation of the “double reduction” policy, solve the contradictions and conflicts between them, strengthen tripartite cooperation, and jointly build a good ecology of compulsory education.
