宜昌市高标准农田建设现状及对策研究
Research on the Status Quo and Countermeasures of High Standard Farmland Construction in Yichang City

高标准农田，作为耕地中的精华，是确保国家粮食安全、推动现代农业快速发展的重要基石。近年来，党中央、国务院对高标准农田建设给予了高度重视，并明确提出了要坚定不移地推进高标准农田建设、提升建设标准和质量，以确保粮食安全、稳固国家基本盘、巩固脱贫攻坚成果的战略目标。在党的二十大报告中，更是明确提出要“牢牢守住十八亿亩耕地红线，逐步把永久基本农田全部建成高标准农田”，这充分显示了国家对于高标准农田建设的决心和期望。文章以宜昌市为例，分析当前宜昌市高标准农田建设现状，并根据存在的问题提出相应的对策，以期对其他地方的高标准农田建设项目提供借鉴和参考。
High-standard farmland, as the essence of cultivated land, is an important cornerstone for ensuring national food security and promoting the rapid development of modern agriculture. In recent years, the Party Central Committee and the State Council have attached great importance to the construction of high-standard farmland and clearly put forward the strategic goal of unswervingly promoting the construction of high-standard farmland, improving the construction standards and quality, in order to ensure food security, stabilize the national basic plate, and consolidate the achievements of poverty alleviation. In the report of the 20th National Congress of the Party, it is clearly proposed to “firmly hold the red line of 1.8 billion mu of arable land, and gradually build all permanent basic farmland into high-standard farmland”, which fully shows the country’s determination and expectations for high-standard farmland construction. Taking Yichang City as an example, this paper analyzes the current situation of high-standard farmland construction in Yichang City and puts forward corresponding countermeasures based on the existing problems. It is expected to provide references for other high-standard farmland construction projects.
