Abstract:

日益频发的极端暴雨事件使得城市内涝的问题凸显,严重威胁人民群众生命财产安全,建立一套内涝气象风险监测预警系统,为相关部门科学的调度决策提供数据支撑,尽可能降低内涝灾害产生的影响,是当下亟待解决的问题。为此,本文以什邡市为例构建了内涝气象风险监测预警系统,充分考虑城市防汛工作的特点和需求,将内涝实况与气象分析结合,包含内涝监测预警和“一键式”叫应两个功能模块,具有预警准确性高、时效性强、稳定性好等特点,在实际应用中得到了有效验证,具有一定的推广应用价值。
The increasingly frequent occurrence of extreme rainstorms has made the problem of urban waterlogging prominent, seriously threatening the lives and properties of the people. The establishment of a set of waterlogging meteorological risk monitoring and early warning systems for the relevant departments to provide data support for scientific scheduling decisions, as far as possible, to reduce the impact of waterlogging disasters, is an urgent problem to be solved. To this end, this paper takes Shifang as an example to construct a flooding meteorological risk monitoring and early warning system. Considering the characteristics and needs of urban flood control work, combining the waterlogging reality with meteorological analysis, the system is set up with two functional modules of waterlogging monitoring and calling for a response, which has the features of high warning accuracy, timeliness and stability, and has been effectively verified in the practical application, and has a certain value of popularization and application.
