年度国土变更调查是一项依据《土地管理法》和《土地调查条例》进行的关键性国家基础调查工作。随着生态文明建设、自然资源管理体制改革及推动高质量发展等目标的提出，变更调查的成果日益重要，成为自然资源领域监督、评估和审计的重要依据，对调查工作提出更高的要求。本文在分析国土变更调查技术规程的基础上，结合实际调查工作经验，对工作任务、流程方法进行阐述，以年度国土变更调查现状为切入点，分析年度国土变更调查存在的问题并提出相应的对策建议，期待能为年度国土变更调查工作的发展提供有益的参考。
The annual land change survey is a key national basic survey based on the Land Management Law and the Land Survey Regulations. With the development of ecological civilization, the reform of natural resources management system and the promotion of high-quality development, the results of change investigation have become increasingly important and become an important basis for supervision, evaluation and audit in the field of natural resources. Put forward higher requirements for the investigation work. Based on the analysis of the technical regulations of land change investigation, this paper combines the actual investigation experience and process methods, analyzes the problems existing in the annual land change investigation as the starting point, and puts forward corresponding countermeasures and suggestions, hoping to provide useful reference for the development of the annual land change investigation.
