Abstract:

基于我国目前存在的复杂且分散的社会公共安全问题,为预防和减少各类社会公共事件的发生,本文从压力、状态、响应三大指标出发,建立综合评价指标体系,科学、全面地辨识危险因素,构建社会公共安全的评估体系,确定了3个一级指标、20个二级指标;运用熵值法对各指标的权重进行计算,减少了主观因素的影响,增加了权重的客观性和科学性,并基于PSR模型构建社会公共安全评估体系。结果表明:采用该评估体系应用于青岛市社会公共安全,并根据安全指数进行评级分析,能有效得出青岛市社会公共安全的发展状况,适用于对精确性要求不高的社会科学系统。
In this paper, based on the complex and scattered social public security problems existing in China, in order to prevent and reduce the occurrence of various social public accidents, a comprehensive evaluation index system is established from the three indicators of pressure, state and response, and the risk factors are identified scientifically and comprehensively. The evaluation system of social public security is established, and three first-level indicators and 20 second-level indicators are determined. The entropy method is used to calculate the weight of each index, which reduces the influence of subjective factors, increases the objectivity and scientificity of the weight, and constructs the social public security evaluation system based on the PSR model. The results show that the evaluation system is applied to the social public security of Qingdao City, and the rating analysis based on the security index can effectively obtain the development status of social public security in Qingdao City, which is suitable for the social science system with low accuracy requirements.
