全过程人民民主视域下的基层立法联系点制度实践研究——以四川省雅安市为例
Research on the Legislative Contact Points Practice from Whole-Process People’s Democracy—A Case Study of Ya’an City in Sichuan Province

党的二十大报告指出，全过程人民民主是社会主义民主政治的本质属性，是最广泛、最真实、最管用的民主。全过程人民民主与基层立法联系点制度入法，凸显了新中国特色社会主义民主的时代内涵。本文以四川省雅安市立法联系点的基层生动实践为研究对象，以全过程人民民主理论为基础，总结梳理了四川省雅安市人大在立法联系点的制度设置、实施成效与实践展望，雅安市立法联系点多年来建立健全完善的工作制度，搭建民意征求网络体系，深入践行全过程人民民主的理念。
The report of the 20th National Congress of the Communist Party of China states that whole-process people’s democracy is the essential attribute of socialist democratic politics, representing the most extensive, authentic, and effective form of democracy. The integration of whole-process people’s democracy and the grassroots legislative contact point system into law highlights the contemporary connotations of a new socialist democracy with Chinese characteristics. This article takes the vivid grassroots practices at the legislative contact point in Ya’an, Sichuan Province, as the research object, based on the theory of whole-process people’s democracy. It summarizes and combs the institutional setup, implementation effectiveness, and practical prospects of the Ya’an Municipal People’s Congress in Sichuan Province regarding legislative contact points. Over the years, the Ya’an legislative contact point has established and improved its working systems, constructed a network for soliciting public opinion, and deeply practiced the concept of whole-process people’s democracy.
