信息时代下网络暴力现象分析和治理对策研究

信息时代在便利公众信息交流的同时，也带来了诸如网络暴力的消极产物。由于网络环境的虚拟性和自由性、网民的盲目性和从众性、媒体的商业化和强互动性，网络暴力现象层出不穷，不仅对个体的生命健康构成威胁，也严重影响了社会的和谐稳定。尽管我国政府高度重视网络暴力现象，采取了一系列手段来规范和打击网络暴力，但仍存在治理法规不完善、多元协同治理机制不健全的治理困境，导致网络暴力现象的治理效果不明显。规范和打击网络暴力现象，构建风清气正、和谐安全的网络空间需要以健全的法律法规提高治理力度，以多元协同的治理体系提升执法水平。
In the information age, while facilitating public information exchange, it also brings negative products such as cyber violence. Due to the virtuality and freedom of the network environment, the blindness and conformity of Internet users, the commercialization and strong interaction of the media, the phenomenon of network violence is endless, which not only poses a threat to the individual’s life and health, but also seriously affects the social harmony and stability. Although the Chinese government attaches great importance to the phenomenon of cyber violence and has adopted a series of means to regulate and combat cyber violence, there are still governance dilemmas such as imperfect governance laws and regulations and imperfect multi-coordinated governance mechanisms, resulting in the governance effect of cyber violence is not obvious. To regulate and combat cyber violence and build a clean, harmonious and safe cyberspace, it is necessary to improve governance with sound laws and regulations and improve the level of law enforcement with a multi-coordinated governance system.
