随着经济社会不断发展，雷电安全已引起社会各界高度重视和关注。为切实履行防雷安全监管职责，结合近年来防雷安全监管工作实际，通过实践总结分析检验，找准监管痛点要点。以落实防雷安全“政府主导、部门合作、社会参与”为契机，建立“31311”监管机制，以期实现依法履职、规范监管、化解风险，推进防雷安全监管横向到边、纵向到底。
With the continuous development of the economy and society, lightning safety has attracted high attention and concern from all sectors of society. In order to effectively fulfill the responsibilities of lightning protection safety supervision, combined with the actual work of lightning protection safety supervision in recent years, through practical summary, analysis and inspection, we have identified the key points of regulatory pain points. Taking the implementation of “government led, departmental cooperation, and social participation” in lightning protection safety as an opportunity, we will establish the “31311” regulatory mechanism, in order to fulfill our duties in accordance with the law, regulate supervision, resolve risks, and promote lightning protection safety supervision horizontally and vertically.
