事实孤儿救助体系的构建与优化研究

文章探讨了事实孤儿救助体系的构建与优化问题。研究指出，传统公益模式在信息传播和资源对接方面存在显著的局限性，影响了救助的有效性。为解决这些问题，本文提出了从“家庭为主体”向“社会为主体”转变、从“补缺型”向“普惠型”福利制度过渡等优化策略。同时，非营利组织与社会力量的广泛参与，以及信息化技术的应用，被认为是提升救助体系效能的关键。最后以秦皇岛龙腾学校光明爱心之家为案例，验证了通过赋能和教育来提升事实孤儿自我发展能力的重要性。文章得出结论，事实孤儿救助体系的成功不仅依赖于制度改革，更需要社会各界的广泛支持和参与。
This paper discusses the construction and optimisation of the assistance system for de facto orphans. The study points out that the traditional public welfare model has significant limitations in information dissemination and resource matching, which affects the effectiveness of relief. In order to solve these problems, this paper puts forward optimisation strategies, such as the transition from a “family-oriented” to a “society-oriented” system, and from a “gap-filling” to a “universal” welfare system. At the same time, the extensive participation of non-profit organisations and social forces, as well as the application of information technology, are considered key to enhancing the effectiveness of the assistance system. Finally, a case study of the Bright Love Home in Longteng School in Qinhuangdao is used to verify the importance of enhancing the self-development ability of de facto orphans through empowerment and education. The article concludes that the success of the de facto orphans’ relief system not only relies on system reform, but also requires extensive support and participation from all sectors of society.
