苏州河上海段“一河一策”治理方案研究

Abstract:

本文通过对苏州河堤防、水质、污水处理、生态环境、河道管护等方面进行分析,总结苏州河水环境治理取得的成效。结果表明:苏州河干流段堤防基本达到规划标准,干流段水体基本消除劣V类,生物多样性得到恢复,河道管护水平不断提升。最后,在分析苏州河功能定位及其面临的新形势新需求和存在问题的基础上,进而提出苏州河治理方案和策略,为苏州河未来“水”治理提供指引和借鉴。
This article summarizes the achievements of Suzhou River water environment governance by analyzing aspects such as embankment prevention, water quality, sewage treatment, ecological environment, and river management and protection. The results show that the embankment of the main stream section of Suzhou River has basically met the planning standards. Water body in the main stream section has basically eliminated Class-V level with restored biodiversity, and the level of river management and protection has been continuously improved. Finally, based on the analysis of the functional positioning of Suzhou River, facing the new situation and new demands as well as existing problems, a governance scheme and strategy for Suzhou River are proposed, providing guidance and reference for the future “water” governance of Suzhou River.
