供销合作社助农项目绩效评价模型的构建与应用
Construction and Application of Performance Evaluation Model for Agricultural Assistance Projects of Supply and Marketing Cooperatives

供销合作社通过实施助农项目，提供技术、资金和信息支持，帮助农民提升生产能力和改善经营条件，推动农业增效和农民增收，实现乡村全面振兴。文章深刻剖析绩效评价在提高助农项目质效中的重要意义，构建了以经济效益、社会效益和环境效益为核心的绩效评价模型，并应用于浙江省安吉县供销合作社助农项目。通过系统分析项目各类效益指标，检验该项目在推动农村经济发展、社会进步和生态环境保护方面的成效，并据此提出有效的改进建议，为政府部门、农民合作社等特定合作经济组织决策提供科学依据和有益指导，推动助农项目取得更好的经济和社会效益。
Supply and marketing cooperatives implement agricultural assistance projects to provide technical, financial, and informational assistance to farmers, helping farmers enhance production capabilities and improve business conditions, promoting agricultural efficiency and income for farmers, and achieving comprehensive rural revitalization. This article deeply analyzes the significant role of performance evaluation in improving the quality and efficiency of agricultural assistance projects, constructs a performance evaluation model with economic, social, and environmental benefits as the core, and applies it to the agricultural assistance project of the supply and marketing cooperative in Anji County, Zhejiang Province. By analyzing various benefit indicators in a systematic manner, the effectiveness of the project in promoting rural economic development, social progress, and ecological environment protection was obtained, and effective improvement suggestions were proposed based on this. It provides a scientific basis and beneficial guidance for decision-making by government departments, farmers’ cooperatives, and other specific cooperative economic organizations, promoting better economic and social benefits of agricultural assistance projects.
