乡村振兴战略视域下农村养老服务发展困境与策略探析
Exploring the Dilemmas and Strategies for the Development of Rural Elderly Care Services under the Perspective of Rural Revitalization Strategy

随着城镇化的快速发展和青年人口向城镇的转移，我国农村人口老龄化趋势日益加剧，与此同时农村的养老问题也日渐凸显。乡村振兴战略是党的十九大做出的重大决策部署，是实施乡村全面振兴、加快推进农业农村现代化的总抓手。在乡村振兴战略背景下，抓住乡村振兴战略机遇解决好农村老年人养老问题，对解决农村养老问题、促进农村养老服务健康发展具有重要的指导意义。文章将从我国农村养老服务发展现状出发，分析农村养老服务存在着养老服务基础设施不足、养老服务专业型人才短缺，服务水平低、传统家庭养老模式弱化等问题，并提出相应的策略建议，以期为推动农村养老服务的持续改善提供参考。
With the rapid development of urbanisation and the transfer of young people to cities and towns, the aging trend of China’s rural population is increasing, while at the same time, the problem of rural elderly care is becoming more and more prominent. The strategy of rural revitalization is a major decision and deployment made by the 19th Party Congress, and it is the general hand of implementing the comprehensive revitalization of the countryside and accelerating the modernisation of agriculture and rural areas. Under the backdrop of the rural revitalization strategy, seizing the strategic opportunities of rural revitalization to effectively address the elderly care issues in rural areas holds significant guiding importance for solving the challenges of rural elderly care and promoting the healthy development of rural elderly care services. In this paper, we will start from the current situation of the development of rural elderly services in China, analyse the problems of rural elderly care services, such as insufficient elderly care service infrastructure, shortage of professional talents for elderly care services, low level of services, and weakening of the traditional family model of elderly care, and put forward the corresponding strategic recommendations, with a view to providing reference to the promotion of the continuous improvement of rural elderly care services.
