基于AHP的“医养结合”养老模式发展制约因素分析
Analysis of Constraints on the Development of the “Combination of Medical Care and Nursing Care” Model Based on AHP

随着人口老龄化趋势的加剧，传统的养老模式已难以满足日益增长的养老需求，而“医养结合”作为一种新型的养老模式，将医疗与养老服务有效结合，为老年人提供了更为全面、连续的服务。然而，在实际发展过程中，“医养结合”养老模式面临着多方面的制约因素。文章运用层次分析法(AHP)探讨了“医养结合”养老模式发展的主要制约因素，识别出政策层面、服务层面、资源层面以及风险层面等因素，并通过专家评分确定了各因素的优先级。结果显示，资源层面的因素是影响该模式发展的首要因素，政策层面、服务层面以及风险层面也构成重要制约。针对这些制约，文章提出了优化资源配置、加强政策执行、加强人才队伍建设等对策，以促进“医养结合”养老模式的健康发展。
With the aggravation of the trend of population aging, it is difficult for the traditional pension model to meet the increasing demand for pension, and “combination of medical care and nursing care” as a new pension model, the effective combination of medical care and pension services, to provide the elderly with a more comprehensive and continuous services. However, in the process of actual development, the “combination of medical care and nursing care” model faces many constraints. In this paper, the main constraints on the development of the “combination of medical care and nursing care” model were explored by using the hierarchical analysis method (AHP), and the factors at the policy level, service level, resource level, and risk level were identified and prioritized by expert scores. The results show that the resource level is the most important factor affecting the development of this model, while the policy level, service level and risk level also constitute important constraints. In response to these constraints, this paper proposes countermeasures such as optimizing resource allocation, strengthening policy implementation, and reinforcing the construction of human resources, in order to promote the healthy development of the “combination of medical care and nursing care” model.
