乡村振兴背景下长治市农村养老问题研究
Research on Rural Elderly Care Problems in Changzhi City under the Background of Rural Revitalization

2017年10月18日，党的十九大报告中提出了乡村振兴战略，报告指出重点实施乡村振兴战略，必须始终把解决好“三农”问题作为全党工作的重中之重，以改善农业和农村的发展状况。处理好农村养老问题有助于推动乡村振兴战略的实施以及更好地解决“三农”问题，随着中国老年人口比例的不断增高，养老问题已经成为当前紧迫的民生问题之一。长治市虽然养老资源丰富，但受到政策、资金等多种因素的影响，养老方面的发展仍然比较缓慢。同时长治市养老服务起步较晚，基础设施较为落后，农村养老基层服务体系不够完善，养老政策体系不完整，模式单一，等养老问题更为突出。文章从长治市老年人口的基本情况入手，针对这些问题提出了完善基础设施，健全养老服务体系，合力推动多种养老新模式等对策，旨在乡村振兴战略背景下推动长治市农村养老问题的不断完善，推动长治市农村经济发展。
On October 18, 2017, the Rural Revitalization Strategy in the report of the 19th National Congress of the Communist Party of China was proposed. The report highlighted the implementation of the Rural Revitalization Strategy as a top priority in resolving the issues related to agriculture, rural areas, and farmers (“three rural issues”), with an aim to improve the development status of agriculture and rural areas. Properly addressing the issue of elderly care in rural areas can help drive the implementation of the Rural Revitalization Strategy and better address the “three rural issues”. With the continuous increase in the proportion of the elderly population in China, the issue of elderly care has become one of the most urgent livelihood issues at present. Although Changzhi City is rich in elderly care resources, its development in this area has been relatively slow due to influences from policies, funds, and other factors. Additionally, the elderly care services in Changzhi City started late with relatively backward infrastructure. The grassroots service system for elderly care in rural areas is not well-rounded, the policy system for elderly care is incomplete, and the models for elderly care are monotonous, making elderly care issues more prominent. This article starts from the basic situation of the elderly population in Changzhi City and proposes measures to improve infrastructure, enhance the elderly care service system, and jointly promote a variety of new models for elderly care. The goal is to continuously improve the issue of rural elderly care in Changzhi City under the background of the Rural Revitalization Strategy, thus promoting the development of the rural economy in Changzhi City.
