Abstract:

党的二十大报告强调实施积极应对人口老龄化的国家战略,发展养老事业和养老产业,推动实现全体老年人享有基本养老服务。在我国面临严峻老龄化问题的背景下,家庭、政府和社会共同承担着巨大的养老压力。社会组织作为社区居家养老服务体系建设的重要力量,通过整合和协调社会资源,有效弥补了政府在养老服务供给中的不足。文章首先梳理了社会组织参与社区居家养老服务的现状,从政策支持与环境优化、服务对象需求响应、主体类型与角色界定、实践方式创新、运营模式多样化、智能化服务应用六个维度深入分析了其参与情况。研究发现,社会组织在参与过程中面临着资源受限、目标错位、整合难题、维持困境等挑战。为应对这些挑战,文章提出了一系列策略建议,包括拓宽资源渠道、完善监督评估、加强主体协同、重塑服务价值等,旨在为相关政策的制定和实施提供参考,推动我国养老事业的持续健康发展。
The report of the twentieth CPC National Congress stresses the implementation of a national strategy to actively respond to population ageing, the development of the elderly care business and the elderly care industry, and the promotion of the realization of basic elderly care services for all older persons. Against the backdrop of the serious aging problem facing China, families, the government and society are jointly bearing the enormous pressure of elderly care. Social organizations, as an important force in the construction of the community home-based elderly care service system, have effectively made up for the government’s shortcomings in the provision of elderly services by integrating and coordinating social resources. This paper firstly combs through the status quo of social organizations’ participation in community home-based elderly care services, and analyses their participation in depth from six dimensions: policy support and environment optimization, service object demand response, subject type and role definition, practice method innovation, operation mode diversification, and intelligent service application. It is found that social organizations face challenges in the process of participation, such as limited resources, misaligned goals, integration problems, and maintenance difficulties. In order to cope with these challenges, this paper puts forward a series of strategic recommendations, including broadening resource channels, improving supervision and evaluation, strengthening the synergy of the main bodies, and reshaping the value of services, etc., with the aim of providing references for the formulation and implementation of relevant policies, and promoting the sustained and healthy development of China’s elderly care business.
