资源依赖视角下政府购买养老服务的问题与优化路径
Problems and Optimization Paths of Government Purchasing of Elderly Care Services from the Perspective of Resource Dependence

随着我国老龄化趋势日益显著，老年人口的总数以及其中失能和空巢老人的数量均呈现出持续增长的态势。其养老服务需求日益趋向多样化、多元化、多层次。政府购买养老服务作为新时期应对人口老龄化的一项制度化举措，是解决养老服务供不应求的一项重要制度，在运行过程中仍存在权责关系不匹配等系列问题，没有发挥出政策的最大效用。因此，文章基于资源依赖视角对政策运行中出现的服务质量参差不齐、缺乏监督等问题进行剖析，并由此探究如何实现政府购买养老服务政策的“良性发展”。
With the aging trend becoming more and more obvious in our country, the total number of the elderly population and the number of disabled and empty-nesters among them show a continuous increase. The demand for elderly care services is increasingly trending towards diversification, variety, and multiple levels. As an institutionalized measure to deal with the aging population in the new era, the government purchasing of elderly care services is an important system to solve the shortage of elderly care services. In the operation process, there are still a series of problems such as the mismatch between rights and responsibilities, which does not play the maximum effect of the policy. Therefore, based on the perspective of resource dependence, this paper analyzes the problems such as uneven service quality and lack of supervision in the policy operation, and thus explores how to realize the \"benign development\" of the government’s policy of purchasing elderly care services.
