县域老年助餐服务的实践与思考——以四川省宣汉县“银发食堂”为例
Practices and Reflections on County Dining Service for Senior Citizens—Taking the “Silver Hair Cafeteria” in Xuanhan County, Sichuan Province as an Example

我国人口老龄化趋势不断加深，提供老年助餐服务即是发展银发经济的重要一环，不仅关系到老年人的基本生活需要，也是提升老年人获得感、辛福感、安全感的重要基础民生工程。宣汉县积极应对人口老龄化国家战略，立足老年人“吃饭难”问题，创新建设“银发食堂”。实现了积极应对人口老龄化与社会经济发展的结合，为各地发展银发经济优化老年助餐服务提供了案例蓝本。文章立足“银发食堂”老年助餐服务基础设施建设、老年助餐服务供给、老年助餐服务运行管理机制的建设成效，总结“食堂+”特色养老服务新路径、政府兜底保障职能、养老助餐服务可持续性发展的建设经验，提出扩展助餐网络、优化运行管理机制、加强文化服务供给的可持续发展建议。
The trend of population aging in China is deepening, and the provision of dining service for senior citizens is an important part of the development of the silver economy. It not only relates to the basic living needs of the elderly but also plays a significant role in enhancing their sense of acquisition, happiness, and security, marking an important foundation for people’s livelihood projects. In response to the national strategy on the aging population, Xuanhan County has proactively addressed the issue of difficulties faced by the elderly in dining by innovatively establishing the “Silver Hair Cafeteria”. This initiative successfully combines the efforts to actively address population aging with socio-economic development, providing a case template for other regions to optimize dining service for senior citizens and develop the silver economy. The article focuses on the construction achievements of infrastructure for dining service for senior citizens, the supply of these services, and the operation management mechanisms of the “Silver Hair Cafeteria”. It summarizes the new paths of “Cafeteria+” elderly care services, the government’s role in providing ultimate guarantees, and the construction experience in the sustainable development of elderly meal services. It also suggests sustainable development recommendations on expanding the dining service for senior citizens network, optimizing operation and management mechanisms, and enhancing the supply of cultural services.
