城市交通拥堵与碳减排协同治理研究

Abstract:
本文探讨了城市交通拥堵与碳减排问题的协同治理,分析其成因、现状与挑战,指出通过构建低碳出行体系,能在缓解拥堵的同时实现碳减排。具体治理路径包括:优化交通需求管理与鼓励低碳出行方式转换,设立排放标准与区域管控以限制高排放车辆,加大新能源汽车推广并完善基础设施,实施出行优惠政策与提升公共交通吸引力。这些策略旨在通过转变交通出行模式缓解交通拥堵和减少碳排放,可为治理城市交通提供借鉴。
This paper discusses the synergistic governance of urban traffic congestion and carbon emission reduction, analyzes its causes, current situation and challenges, and points out that carbon emission reduction can be achieved while alleviating congestion by building a low-carbon travel system. The specific governance path includes: optimizing transportation demand management and encouraging the transformation of low-carbon travel modes, setting emission standards and regional controls to limit high-emission vehicles, increasing the promotion of new energy vehicles and improving infrastructure, implementing preferential travel policies and improving the attractiveness of public transportation. These strategies aim to alleviate traffic congestion and reduce carbon emissions by transforming transportation patterns, which can provide lessons for urban transportation governance.
