新时代乡村法治文化建设的困境及对策研究
Research on the Predicament and Countermeasures of the Construction of Rural Rule of Law Culture in the New Era

当前的乡村法治建设存在一些问题，面临着乡村干部及村民法治意识淡薄、乡村涉农立法制度不完善且存在滞后性、乡村执法队伍建设不足、乡村法律服务体系尚不健全等现实困境。因此，本文通过阐述乡村法治文化建设的基本内涵、新时代乡村法治文化建设的必要性，并且基于新时代乡村法治文化建设的困境分析，提出了普及法治宣传教育，增强村民法治意识；完善涉农立法制度，推进立法工作；加强乡村执法队伍建设，提高执法人员专业性；健全乡村法律服务体系，推进法治乡村建设等具体对策，以期切实有效推进乡村法治化进程，从而加快助推乡村全面振兴。
There are some problems in the current rural rule of law construction, such as weak legal consciousness of rural cadres and villagers, imperfect and lagging rural legislation system, insufficient construction of rural law enforcement teams, and imperfect rural legal service system. Therefore, this paper expounds the basic connotation of the construction of rural rule of law culture, the necessity of the construction of rural rule of law culture in the new era, and based on the analysis of the predicament of the construction of rural rule of law culture in the new era, puts forward the popularization and education of rule of law, and enhancing the villagers’ consciousness of rule of law; improving the agriculture-related legislation system and promoting the legislative work; strengthening the construction of rural law enforcement teams and improving the professionalism of law enforcement personnel; improving the rural legal service system, promoting the construction of the rule of law and other specific countermeasures, in order to effectively promote the process of rural rule of law, so as to accelerate the overall revitalization of rural areas.
