国家自然科学基金联合基金项目管理现状探讨

Abstract:
国家自然科学基金联合基金是国家自然科学基金的重要组成部分，通过多方联合资助更好地发挥自然科学基金的导向作用，促进国家科技创新体系建设。近年来，随着新时期科学基金深化改革，联合基金也形成了新的建设与发展模式。本文通过对联合基金的发展概况与管理流程进行梳理，结合现有文献中联合基金管理过程中存在的问题及建议，提出明确基金定位，建立退出机制；完善指南形成方式，提高指南质量；扩大资助规模，加强基金宣传；优化成果收集，强化成果推广等优化措施，为联合基金项目的发展提供参考。
The NSFC-joint Fund is an important component of the National Natural Science Foundation of China (NSFC). It can better play the guiding role of the NCFC and promote the construction of the national scientific and technological innovation system with multi-party joint funding. With the deepening reform of NSFC, the NSFC-joint Fund has formed new construction and development mode. The article summarized the development status and management process of joint funds, analyzed the problems and suggestions, and then proposed optimization measures such as clarifying the positioning and exit mechanism of the fund, improving the format of guidelines and enhancing their quality, expanding funding scale and strengthening publicity, optimizing achievement collection and strengthening achievement promotion to provide reference for the development of NSFC-joint Fund Project.
