社会组织参与社区网格化管理研究
Study on the Participation of Social Organizations in Community Grid Management

社会组织是建设社区的主要力量，随着社区网格化管理的出现，社区组织参与其中有利于提升社区的精细化管理水平。作为衔接政府部门和社区居民之间的纽带，社会组织可以分担政府的局部服务管理职能，促进合作性社会资本的积累。然而，社会组织在加入社区网格化管理过程中也面临着一系列问题，如政府的行政主导和双重管理体制给社会组织参与社区网格化管理产生负面影响，社会组织自身问题影响其参与效果，引导社会组织加入社区网格化管理需要探求详细的办法等。针对这些问题，本文根据我国社区管理的实际状况，从政策和制度、具体措施、组织方式、能力建设等方面探讨了促进社会组织参与社区网格化管理的路径，希望对此方面的研究和实务有一定的贡献。
Social organization is an important force in the construction of community. With the emergence of community grid management, the participation of community organizations was conducive to improving the level of community fine management. As a link between government departments and community residents, social organizations could share part of the government’s service management functions and promote the accumulation of cooperative social capital. However, social organizations were also faced with a series of problems in the process of participating in community grid management, such as the government’s administrative guidance and dual management system had a negative impact on social organizations’ participation in community grid management, social organizations’ owned problems affect their participation effect, and guiding social organizations to participate in community grid management needed to explore specific measures. In view of these problems, this paper discussed the ways to promote social organizations to participate in Community Grid Management from the aspects of policies and systems, specific measures, organizational methods, capacity-building and so on, hoping to make some contribution to the research and practice in this area.
