数字治理视角下营造清朗网络空间的困境与策略研究——以“清朗”系列专项行动为例
A Study on the Dilemmas and Strategies of Creating a Clear Network Space from the Perspective of Digital Governance—Taking the “Clear” Series of Special Actions as an Example

营造清朗网络空间，是新时代网络法治的重要内容，对于我国的网络法治建设具有重要意义。数字化条件下，治理的数字化转型已成必然趋势。但是数字治理视域下，我国网络空间的营造仍面临着治理体系不健全、治理观念不明确、治理素养不统一、治理生态不充分等现实困境。因此想要落实全面依法治国的时代要求，净化网络空间，营造风清气正的网络空间必须要健全数字治理体系、运用数字治理新技术、创新优化数字治理平台、培育良好的数字治理素养，切实管理好网络空间，提高我国网络空间数字治理体系与治理能力现代化水平。
Creating a clear online space is an important aspect of the rule of law in the new era, and it is of great significance for the construction of the rule of law in China’s network. Under digital conditions, the digital transformation of governance has become an inevitable trend. However, from the perspective of digital governance, the creation of cyberspace in China still faces practical challenges such as an incomplete governance system, unclear governance concepts, inconsistent governance literacy, and insufficient governance ecology. Therefore, in order to implement the requirements of the era of comprehensive rule of law, purify the cyberspace, and create a clean and upright cyberspace, it is necessary to establish a sound digital governance system, apply new digital governance technologies, innovate and optimize digital governance platforms, cultivate good digital governance literacy, effectively manage cyberspace, and improve the modernization level of China’s digital governance system and governance capacity in cyberspace.
