区域协同立法问题研究
Research on Regional Cooperative Legislation Issues

在全面依法治国和加快法治中国建设过程中，地区经济的融合发展日益深入，区域协同立法既是地方法制建设的必然结果，也是目前我国法治建设的一个创新领域。第二次立法法修改增设了区域协同立法制度，这是对我国立法工作实践经验的总结与国家区域协调发展战略的贯彻。当下我国已形成了多样化的区域协同立法实践，但立法工作机制、公众参与制度、区域内地方利益协调等方面还存在一定的问题。区域协同立法制度的完善，应当重点从发挥全国人大及其常委会在立法中的协调作用，加强公众参与制度和完善政绩考核机制展开。
In the process of comprehensively governing the country by law and speeding up the construction of the rule of law in China, the integrated development of regional economy is deepening, and regional cooperative legislation is not only the inevitable result of local legal construction, but also an innovative field of legal construction in our country at present. The second amendment of the Legislation Law added the regional cooperative legislation system, which is the summary of the practical experience of our country’s legislative work and the implementation of the national regional coordinated development strategy. At present, a variety of regional cooperative legislative practices have been formed in our country, but there are still some problems in the legislative work mechanism, public participation system, and the coordination of local interests in the region. The improvement of regional collaborative legislation system should focus on giving full play to the coordinating role of the National People’s Congress and its Standing Committee in legislation, strengthening the public participation system and improving the performance evaluation mechanism.
