财政部发布的第21号政府采购指导性案例主要反映当采购需求设定不明确时引发的政府采购方面的问题纠纷。根据对本案例的理论和实务问题的探讨，分析采购需求完整、明确的重要性，探讨在信息化时代下政府采购如何进行新老系统对接项目，并对如何选择合适的采购方式提出建议。根据该案例，发现采购需求管理在整个采购过程中的首要地位，既是落实公平竞争原则的重要方面，也是实现采购目标的重要源头。
Guiding Case No. 21 on Government Procurement released by the Ministry of Finance mainly reflects disputes over government procurement issues arising from unclear procurement requirements. Based on the discussion of the theoretical and practical issues of this case, this paper analyzes the importance of complete and clear procurement requirements, discusses how to connect the old and new systems in government procurement in the information age, and puts forward suggestions on how to choose appropriate procurement methods. According to this case, it is found that the primacy of procurement demand management in the whole procurement process is not only an important aspect of implementing the principle of fair competition, but also an important source for achieving procurement goals.
