科研伦理失范的原因及对策分析

科学研究在人类社会中的正常进行必须遵守一定的伦理准则与行为规范，近年来随着社会功利主义风气的盛行及研究生扩招，科研伦理失范问题频频发生，加强科研伦理规范成为现实需要。科研伦理失范的原因从外在层面分析主要是受社会不良风气及单一的评价机制导向所致，从内在因素来看，则是科研人员内在科研伦理信仰的缺失，主要可以归因于科研伦理教育的缺位。加强科技伦理治理应对症下药，构建系统完备的科研伦理治理机制，为规范科研伦理做好外在保障，开展多元化、常态化的科研伦理宣传教育，形成规范科研伦理的内驱力。
The normal conduct of scientific research in human society must comply with certain ethical norms and codes of conduct. In recent years, with the prevalence of utilitarianism in society and the expansion of postgraduate enrollment, the problem of scientific research ethical misconduct occurs frequently, and the strengthening of ethical norms in scientific research has become a practical need. The reason for the misconduct in research ethics is mainly due to the bad social atmosphere and the single evaluation mechanism, but from the internal factor, it is due to the lack of researchers’ belief in research ethics, which can be attributed to the lack of education in research ethics. To strengthen the governance of science and technology ethics, the right remedy should be prescribed, a systematic and complete research ethics governance mechanism should be constructed, external safeguards should be made for the regulation of research ethics, and diversified and regular publicity and education on research ethics should be carried out, so as to form the internal driving force to regulate research ethics.
