残疾人按比例就业政策现状及问题研究

Abstract:
文章探讨了中国残疾人按比例就业政策的发展、现状和面临的挑战。虽然该政策自实施以来有所发展,旨在确保残疾人享有平等就业机会,但在执行中存在残疾人可持续就业性差、奖惩机制不足、监管缺失和残保金政策不合理等问题。文章提出通过实行差异化就业比例、完善奖惩机制、加强监督管理,并提高就业质量来改善现状。同时,建议借鉴德国、英国和日本等国的成功经验,以促进残疾人的有效按比例就业和社会融合,促进残疾人共同富裕与社会整体进步。
This article explores the development, current status, and challenges faced by the proportional employment policy for disabled people in China. Although the policy has developed since its implementation and aims to ensure equal employment opportunities for disabled people, there are issues in execution, such as poor sustainability of employment for the disabled, inadequate reward and penalty mechanisms, lack of supervision, and unreasonable disability insurance policies. The article proposes improving the current situation by implementing differentiated employment ratios, perfecting the reward and penalty mechanisms, strengthening oversight and management, and enhancing the quality of employment. At the same time, it suggests drawing on the successful experiences of countries like Germany, the United Kingdom, and Japan to promote effective proportional employment and social integration of disabled people, thus fostering shared prosperity for the disabled and overall social progress.
