深圳市城市管理的创新发展经验与现代化指标体系研究初探
A Preliminary Study on the Innovative Development Experience and Modernization Indicator System of Urban Management in Shenzhen

本研究按照建设中国特色社会主义先行示范区和现代化城市范例的要求，基于中国式现代化内涵，总结深圳市城市管理在园林绿化、环境卫生、市容管理、城管执法、城市照明、智慧城管等业务板块的创新经验做法。在此基础上，采用文献和政策文本研究法、深度访谈法、专家咨询法以及比较分析法，根据霍尔三维结构理论探索制定了涵盖城市管理六大业务板块、中国式现代化五大内涵要素、四大指标类型的深圳市城市管理现代化三维坐标原则，形成包含48个指标，涵盖常规型指标、先进型指标、创新型指标、赶超型指标四大类型的城市管理现代化指标体系。
According to the requirements of building a pilot Zone for the Socialism with Chinese Characteristics and a modern urban model, and based on the connotation of Chinese-style modernization, this study summarizes the innovative experiences and practices of Shenzhen’s urban management in various sectors such as landscaping, environmental sanitation, urban appearance management, urban law enforcement, urban lighting, and intelligent urban management. On this basis, according to Hall’s three-dimensional structure theory the, research adopts literature and policy text research method, depth interview method, expert consultation method, and comparative analysis methods to explore and formulate the three-dimensional coordinate principle for Shenzhen’s urban management modernization, which covers six major sectors of urban management, five elements of Chinese-style modernization, and four types of indicators. The urban management modernization indicator system includes 48 indicators, covering four major types of indicators including conventional indicators, advanced indicators, innovative indicators, and catching-up indicators.
