我国户籍法律制度的反思与展望

随着市场化和城镇化的深入开展，户籍法律制度逐渐落后于我国经济发展的需要，其阻碍城镇化发展的弊端日益显现，改革我国户籍法律制度的呼声愈演愈烈。但实际上，我国户籍法律制度有其存在的历史必然性，在特定的历史时期发挥过积极的人口管理和社会秩序管控的作用，直到今天，户籍法律制度的人口管理、资源配置、社会控制等功能优势仍然比较突出，也因此保留至今。当前，户籍法律制度需要通过改革和完善以更好适应和满足城市与社会发展的需要，朝着更公平、更包容的方向迈进。
With the deepening of marketization and urbanization, the household registration legal system has gradually lagged behind the needs of China’s economic development, and its drawbacks hindering urbanization are increasingly prominent. The call for reforming China’s household registration legal system is growing louder. However, in reality, China’s household registration system has its historical inevitability. It has played a positive role in population management and social order control during specific historical periods. Even today, the advantages of the household registration system in population management, resource allocation, and social control are still significant, which is why it has been retained to this day. Currently, the household registration legal system needs to be reformed and improved to better adapt to and meet the needs of urban and social development, moving towards a more fair and inclusive direction.
