文化治理视角下易地扶贫搬迁安置社区的文化内核塑造研究
Research on the Cultural Core Shaping of Relocation and Resettlement Communities for Poverty Alleviation from the Perspective of Cultural Governance

文化治理是国家治理体系的重要组成部分，也是国家治理能力的一个重要体现。随着“十四五”规划的展开，易地扶贫搬迁工作逐渐从“搬得出”向“稳得住、能发展、可致富”转变。与此同时，学界也开始聚焦易地扶贫搬迁安置区的高质量发展问题。其中，探讨以文化的力量优化社区治理，推进易地扶贫搬迁安置区文化服务体系建设，不断满足搬迁群众的文化生活需要成为了研究者关注的重要内容之一。本研究聚焦在基础性的文化内核上，首先介绍了文化治理视角下易地扶贫搬迁安置社区的文化内核塑造的重要性，其次分析了安置社区原有文化内核中值得继承的方面和应该舍弃的方面，最后提出了安置社区文化内核塑造方向，对促进文化治理，实现社区发展，具有十分重要的意义。
Cultural governance is an important component of a country’s governance system and an important manifestation of its governance capacity. With the implementation of the 14th Five-Year Plan, the work of poverty alleviation and relocation has gradually shifted from “being relocated” to “being stable, able to develop, and able to become prosperous”. At the same time, the academic community has also begun to focus on the high-quality development of relocation and resettlement areas for poverty alleviation. Among them, exploring the power of culture to optimize community governance, promoting the construction of cultural service systems in relocation and resettlement areas for poverty alleviation, and continuously meeting the cultural life needs of relocated people has become one of the important topics of concern for researchers. This study focuses on the fundamental cultural core. Firstly, it introduces the importance of shaping the cultural core of resettlement communities for poverty alleviation from the perspective of cultural governance. Secondly, it analyzes the aspects that are worth inheriting and should be abandoned in the original cultural core of resettlement communities. Finally, the direction of shaping the cultural core of resettlement communities is proposed, which is of great significance for promoting cultural governance and achieving community development.
