积极老龄化背景下独生子女家庭养老政策研究
Research on the Pension Policy for One-Child Families under the Background of Active Aging

独生子女是我国计划生育政策下的特殊产物，随着我国第一批独生子女父母开始步入高龄阶段，其养老难题愈发凸显。在此背景下，本文旨在通过分析积极老龄化视角下独生子女家庭养老面临的挑战，提出积极老龄化背景下关于支持独生子女家庭养老的相关政策。研究得出要解决独生子女父母养老难题，政府应当履行承诺，对独生子女父母养老承担部分责任，依托现有保障体系，给予独生子女父母额外优惠政策，同时重视失独、残独家庭，完善失独和残独家庭的特殊救助机制。
The only child is a special product under my country’s family planning policy. As the first batch of parents with only children in my country begin to enter advanced age, their pension problems have become increasingly prominent. In this context, this article aims to analyze the challenges faced by one-child families in providing care for the elderly from the perspective of active aging, and propose relevant policies to support the care of one-child families in the context of active aging. The study concluded that in order to solve the problem of the elderly care of parents of only children, the government should fulfill its commitments and assume partial responsibility for the elderly care of parents of only children. Relying on the existing security system, it should provide additional preferential policies to parents of only children. At the same time, it should pay attention to families who have lost their only children and disabled children, and improve the families of those who have lost their only child, giving special assistance mechanisms for single-person and disabled single-person families.
