城市基层调解组织发展障碍与优化路径研究

城市基层调解组织是基层矛盾纠纷化解的重要力量，存在被动响应有余，预警能力不足；运行制度机械，管理水平较低；组织资源匮乏，服务覆盖有限；政社关系不清，有行政化倾向；公众认可度低，社区影响不足等发展困境。这些问题的诱因包括信息系统不畅，流程创新不足；管理机制落后，专业人才欠缺；依赖单一资源，内生动力不足；政府介入失衡，权责匹配不清；社会凝聚力弱，价值观念转变。建议从创新工作方式，提高预警能力；完善运行制度，增强可操作性；整合有效资源，争取多方支持；加强政社协同，明晰权责界限；打造特色亮点，发挥品牌效应等方面进行优化。
Urban grassroots mediation organization is an important force to resolve conflicts and disputes at the grass-roots level, which is of passive response and insufficient early warning; the operation system is mechanical with low management; it is lack of organizational resource and limited service coverage; the relationship between government and society is unclear and tends to be administrative; besides, there are development difficulties including low public recognition and insufficient community influence. The causes of these problems include poor information system and insufficient process innovation; backward management mechanism and lack of professional talents; inadequate endogenous motivation, relying on a single resource; moreover, government intervention is unbalanced and the matching of powers and responsibilities is unclear; social cohesion is weak and values change. It is suggested to innovate working methods and improve early warning ability; improve the operation system and enhance the operability; integrate effective resources and strive for multi-party support; strengthen the coordination between government and society and clarify the boundaries of powers and responsibilities; create special highlights and give full play to brand effect.
