基层妇联参与社会治理的行动策略及其逻辑——以Y县村嫂理事会为例

Abstract:
基层妇联是与妇女联系最直接最紧密的组织,在服务妇女发展中起到了重要作用。然而,农村女性受教育程度普遍较低,基层妇联无法深入农村熟人社会等问题制约了基层妇联发挥相关工作职能。本文选取Y县为研究田野,运用参与观察和深度考察的方式透视Y县妇联参与社会治理的行动策略,以法国社会学家布迪厄的“场域、惯习和文化资本”理论为分析工具,探寻Y县妇联面对服务不能下基层、工作缺乏积极性的行动困境,采取何种策略打破熟人社会的服务壁垒,以及Y县妇联采取这些行动策略的背后体现其怎样的行动逻辑。经研究发现,Y县妇联创造性地在熟人社会中成立村嫂理事会,通过本地人“治”本地人的方式打破熟人社会服务壁垒,满足村民多元诉求。
Grassroots women’s federations are the closest and most direct organizations to women and have played an important role in promoting women’s development. However, the education level of rural women is generally low, and grassroots women’s federations face challenges in penetrating the rural acquaintance society and addressing other issues that hinder their ability to fulfill their roles. This paper focuses on Y County as the research field and analyzes the action strategy of Y County Women’s Federation in participating in social governance through participation observation and in-depth investigation. Using French sociologist Bourdieu’s theory of “field, habitus, and cultural capital” as an analytical tool, this paper explores the action dilemmas faced by Y County Women’s Federation, such as their inability to serve the grassroots and their lack of enthusiasm for work, what strategies have been adopted to overcome the barriers of the acquaintance society, and what action logic is reflected behind these strategies? Research has found that the Women’s Federation of Y County has creatively established a council of village wives in the acquaintance society to break social service barriers and govern locals, meeting the diverse demands of the villagers.
