政府消费券公平竞争审查制度适用研究

在经济发展受到阻碍的一段特殊时期，市场也会受到影响，居民收入变得不稳定，消费欲望和消费水平也随之下降。为应对突发事件导致市场经济下滑，解决消费疲软问题，提高民众购买力，提升民众消费水平，保障人民日常生活，政府通过发放消费券的方式刺激消费，稳定国民经济的正常运行。但是在实践中，消费券的发放引起了很大争议，也存在着许多问题，如各地政府发放消费券时存在乱发溢发、受领不公、缺少反馈等问题。由此，构建政府消费券法律制度体系，在政府消费券政策中适用公平竞争审查制度，从国家层面约束地方消费券发放，解决消费券所带来的负面影响是刻不容缓的一件事情。

However, in practice, the issuance of consumption vouchers has aroused great controversy and there are many problems, such as indiscriminate issuance of consumption vouchers, unfair receipt, lack of feedback and other problems. As a result, it is urgent to build a legal system of government consumption vouchers, apply the fair competition review system in government consumption voucher policy, restrain the issuance of local consumption vouchers from the national level, and solve the negative impacts brought by consumption vouchers.
