Abstract:

本文基于利益相关者理论从“双减”政策的政策制定者政府教育部门、政策执行者学校、政策影响者学生三方分析利益相关者诉求,以黑龙江省学生作为研究对象,研究内容为学生的学业减负效果,探讨其政策执行遇到的问题,包括学校、政府、学生的利益诉求无法满足、学校教育的工作中心没有及时转变和课堂教育无法满足高阶学生的学习需求等。提出建立利益相关者联盟、协调利益诉求、建立沟通协调机制、参与性监督和引进企业经验方法等对策建议,以期能为黑龙江省学生学业减负的利益相关者群体的协调管理提供参考。
Based on the stakeholder theory, this paper analyzes the demands of stakeholders from the poli-cy-makers of the “double reduction” policy, the education departments of the government, the schools of the policy implemutors, and the students of the policy influencers, and take the academic burden reduction effect of students in Heilongjiang Province as the research object to explore the problems encountered in the implementation of the policy. The content of the study is the effect of reducing the academic burden of students. The interests of schools, governments and students can not be satisfied, the work center of school education has not been changed in time, and classroom education can not meet the learning needs of advanced students. This paper puts forward some countermeasures and suggestions, such as establishing stakeholder alliance, coordinating interest demands, establishing communication and coordination mechanism, participatory supervision and introducing enterprise experience methods, in order to provide reference for the coordinated management of stakeholder groups in Heilongjiang Province to reduce the academic burden of students.
