自然保护地体系建设的问题与对策研究

Abstract:
生态文明建设是新时代中国特色社会主义的一个重要特征。党的十八把生态文明建设纳入中国特色社会主义事业“五位一体”总体布局。建立以国家公园为主体的自然保护地体系，是生态文明体制改革的一项重大制度创新，对保护生物多样性、改善生态环境质量、实现中华民族永续发展具有重要意义。本文阐述了当前自然保护地体系的基本现状和面临的问题，并从自然保护地逻辑理念、问题矛盾、体制机制建设等方面进行分析研究，为自然保护地体系在未来发展中提供了方向和建议。
The construction of ecological civilization is an important feature of socialism with Chinese characteristics in the new era. The 18th Party Congress has incorporated the construction of ecological civilization into the overall layout of the “Five in One” socialist cause with Chinese characteristics. Establishing a nature reserve system with national parks as the main body is a major institutional innovation in the reform of ecological civilization system, which is of great significance for protecting biodiversity, improving ecological environment quality, and achieving sustainable development of the Chinese nation. This article elaborates on the basic current situation and problems faced by the current nature reserve system, and analyzes and studies the logical concept, problem contradictions, and institutional mechanism construction of nature reserves, providing direction and suggestions for the future development of the nature reserve system.
