基层公共治理结构与框架的困境及其重塑对策分析

基层公共治理是国家治理体系与治理能力的重要组成部分，是落实治理任务最基本的单元。新时代下，基层公共治理结构与框架不断得到创新，但在权力、资源、基层干部、参与程度及监督评估等方面仍面临着较为严重的困境，研究发现，为进一步提升基层公共治理效能与效率，应明确职责关系，优化业务流程、加强资源整合与优化配置、加强基层干部队伍的能力建设、建立多元化参与渠道与机制、建立有效的沟通渠道与机制、推动信息化建设与改革、完善监督机制，以实现对基层公共治理结构与框架的重塑与再造。
Grass-roots public governance is an important part of the national governance system and governance capacity, also is the most basic unit to implement the governance task. In the new era, the structure and framework of grass-roots public governance have been continuously innovated, but it still faces serious difficulties in terms of power, resources, grass-roots cadres, degree of participation, supervision and evaluation, etc. The research finds that in order to further improve the effectiveness and efficiency of grass-roots public governance, responsibilities should be clearly defined, the business process should be optimized, the integration and optimal allocation of resources should be strengthened, the capacity building of grass-roots cadres should be improved, the diversified participation channels and mechanisms should be established, the effective communication channels and mechanisms should also be established, the information construction and reform should be promoted, and the supervision mechanism should be improved, so as to achieve the reshaping and reconstruction of the grass-roots public governance’s structure and framework.
