乡村振兴背景下农村空心化问题研究与对策——以四川省西充县为例
Research and Countermeasures on Rural Hollowing out in the Context of Rural Revitalization—Taking Xichong County of Sichuan Province as an Example

中央一号文件《中共中央国务院关于全面推进乡村振兴加快农业农村现代化的意见》明确指出，要把“三农”问题放在全党工作的首位，把全面推进乡村振兴作为实现中华民族伟大复兴的重中之重。随着城市经济的快速发展、城乡二元结构、价值观的影响，大量的青壮年劳动力由农村转移到城市，农村出现人才、文化、土地资源“空心化”现象，发展乡村产业，合理规划土地资源，保护农民合法权益，促进农业发展，对解决农村的“空心化”问题就显得尤为重要。因此，研究并解决“村庄空洞”问题，对于研究中国农村人口的老龄化问题，将是一个非常有意义的课题。
Central Document No. 1, “Opinions of the State Council of the Central Committee of the Communist Party of China on Comprehensively Promoting Rural Revitalization and Accelerating Modernization of Agriculture and Rural Areas”, clearly states that we should put the “Three Rural Issues” on the first place of the party’s work, and comprehensively promote rural revitalization as a top priority to achieve the great rejuvenation of the Chinese nation. With the rapid development of urban economy, urban-rural dual structure and the influence of values, a large number of young and strong labor force from the rural areas to the city, there is a “hollowing out” phenomenon of rural talent, culture and land resources, the development of rural industries, rational planning of land resources, the protection of the legitimate rights and interests of farmers, and the promotion of the development of agriculture are particularly important of solving “hollowing out” phenomenon of rural areas. Therefore, studying and solving the problem of “hollowing out villages” will be a very meaningful topic for studying the aging of China’s rural population.
