农村地区养老服务体系建设困境及对策研究——以贵州威宁S村为例
Research on the Difficulties and Countermeasures of the Construction of Elderly Care Service System in Rural Areas—Taking S Village in Weining, Guizhou as an Example

随着人口老龄化程度不断加剧，构建养老服务体系建设的现实迫切性空前凸显。作为典型的农村地区，S村的老年系数高达9.3%，已十分贴近国际上普遍认可的人口老龄化地区的标准。然而，由于早期经济落后、发展不足，S村的养老问题正面临家庭养老的保障功能严重弱化、老年群体的自我养老能力弱、政府的养老服务体系建设力度不足等困境。本文提出了加强S村养老服务体系建设的对策建议，只有各方加强重视、各尽其责，有效保障家庭养老的主导地位和作用，提升老年群体自我养老能力，建立健全更有效的养老服务体系，才能推动养老服务体系建设高质量发展，使农村地区老年群体真正实现老有所依、老有所养。
As the aging of the population continues to intensify, the practical urgency of building an elderly care service system has become unprecedentedly prominent. As a typical rural area, the elderly coefficient of Village S is as high as 9.3%, which is very close to the internationally recognized standard for areas with an aging population. However, due to early economic backwardness and insufficient development, the elderly care in S Village is facing difficulties such as the serious weakening of the security function of family elderly care, the weak self-care ability of the elderly group, and the insufficient construction of the government’s elderly care service system. This article puts forward countermeasures and suggestions for strengthening the construction of the elderly care service system in S Village. Only when all parties pay more attention and fulfill their responsibilities can they effectively ensure the leading position and role of family elderly care, enhance the elderly group’s self-care ability, and establish and improve a more effective elderly care service system can we promote the high-quality development of the elderly care service system in S Village, so that the elderly in rural areas can truly realize that they have someone to rely on and support when they are old.
