社会组织参与农村养老服务的现实困境与路径优化研究
Research on the Realistic Dilemma and Path Optimization of Social Organizations Participating in Rural Old-Age Services

在积极应对老龄化背景下，社会组织作为实现农村养老服务健康有序发展的重要主体力量，参与农村养老服务是其承担社会责任的使命所在。文章基于农村养老服务发展现实背景，发现政策落实不到位、社会组织能力不足以及村民配合度不高是当前社会组织参与农村养老服务的主要阻碍因素；对此，文章提出加大政府支持、强化社会组织能力、转变村民养老服务观念以应对社会组织参与农村养老服务难题。
Under the background of actively coping with aging, social organizations, as an important main force to realize the healthy and orderly development of rural old-age services, participating in rural old-age services is their mission to undertake social responsibilities. Based on the realistic background of rural old-age service development, this paper finds that the main obstacles for social organizations to participate in rural old-age service are inadequate policy implementation, insufficient social organization ability and low cooperation of villagers. In this regard, the article puts forward to increase government support, strengthen the ability of social organizations, and change the concept of villagers’ old-age service to deal with the problem of social organizations participating in rural old-age service.
