社会组织助力油茶产业发展的探索与研究——以柳州市油茶产业发展为例
The Exploration and Research of Social Organizations Helping the Development of Oil Tea Industry—Taking Liuzhou City Oil Tea Industry Development as an Example

油茶是我国特有的天然木本实用油，也是柳州市主推区域特色，柳州市作为全国水质第一的城市，拥有得天独厚的水资源以及最稀有的硒土壤。油茶是中国粮食、中国饭碗，作为广西非物质文化遗产，为推动脱贫攻坚与乡村振兴有效衔接，广西地区积极响应国家号召，大力推进、落实油茶种植优惠政策，加强产品新造低改相结合，鼓励在外人员返乡创业。油茶产业做大做强需从政府政策倡导、龙头企业引领、社会组织推动三方面同时入手，三管齐下协力解决政策补贴落实、产业生产经营、农户内生动力等问题。
Oil tea is a unique natural woody practical oil in China, and it is also the main regional feature of Liuzhou City. As the city with the first water quality in the country, Liuzhou City has unique water resources and the rarest selenium soil. Oil tea is China’s food, China’s rice bowl, as the intangible cultural heritage of Guangxi, in order to promote the effective connection between poverty alleviation and rural revitalization, Guangxi actively responded to the call of the state, vigorously promote and implement oil tea planting preferential policies, strengthen the combination of new products and low reform, and encourage overseas people to return to their hometown. To become bigger and stronger, the oil tea industry needs to start from three aspects: government policy advocacy, leading enterprises, and social organizations, and work together to solve the problems of policy subsidy implementation, industrial production and operation, and endogenous power of farmers.
