碳普惠政策对居民绿色出行行为影响因素实证分析——以重庆市为例

Abstract:
自2020年双碳目标的提出,中国各地都在向零碳城市的发展迈进,全球约2/3的碳排放都与家庭排放有关,疫情结束后,随着交通业的蓬勃发展,居民的出行行为已经成为碳减排和可持续发展的关键领域。重庆是一个拥有庞大人口和复杂交通网络的城市,交通发展一直是城市管理和规划的重要议题之一,因此,本文运用结构方程模型,基于计划行为理论(TPB, Theory of Planned Behavior)为框架,运用实证分析方法,深入研究重庆市城市居民绿色出行行为背后的动机和因果关系,识别影响重庆市城市居民绿色出行行为的因素,并对影响因素做影响力进行分析和回归分析。结果显示,律己型意向的影响力高达0.690,这说明目前重庆市绿色出行行为的实施过程中主要依靠居民的自我约束和规范,环境态度对律己型意向的影响占最大,影响力值为0.660,这说明在碳普惠政策下,会在一定程度上激发出居民的绿色出行意向。基于以上结果,建议进一步宣传绿色出行理念,帮助居民树立正确的环保态度,以此来提升居民的环保意识,合理引导居民绿色出行,营造绿色环保的城市出行环境。
Since the proposal of the two-carbon goal in 2020, all parts of China are moving towards the de-velopment of zero-carbon cities. About 2/3 of global carbon emissions are related to household emissions. After the end of the epidemic, with the vigorous development of the transportation industry, residents’ travel behavior has become a key area of carbon emission reduction and sustainable development. Chongqing is a city with a huge population and complex traffic network, and traffic development has always been one of the important issues in urban management and planning. Therefore, this paper adopts structural equation model and the Theory of Planned Behavior (TPB) as the framework, and adopts empirical analysis method. The motivation and causality behind the green travel behavior of urban residents in Chongqing are deeply studied, the factors influencing the green travel behavior of urban residents in Chongqing are identified, and the influence of the influencing factors is analyzed and regression analysis is made. The results show that the influence of self-disciplined intention is as high as 0.690, indicating that the implementation of green travel behavior in Chongqing mainly relies on residents’ self-restraint and norms. Environmental attitude has the largest impact on self-disciplined intention, with an influence value of 0.660, indicating that under the carbon inclusive policy, residents’ green travel intention will be stimulated to a certain extent. Based on the above results, it is suggested to further promote the concept of green travel, help residents establish a correct attitude towards environmental protection, so as to enhance the environmental awareness of residents, rationally guide residents to travel green, and create a green urban travel environment.
