政策试点运行逻辑探究——以低碳城市试点政策为例
Exploring the Logic of Policy Pilot Operation—Taking the Low Carbon City Pilot Policy as an Example

政策试点是推动中国经济转型和制度转型的关键，是一种“有远见的反复试验”。为实现“双碳”目标，“十四五”规划指出要加快促进绿色低碳发展，降低碳排放强度，支持有条件的地区率先达到碳排放峰值。低碳政策试点过程中政策运行逻辑与央地互动关系是否会对政策试点进程产生影响，本文从梳理低碳政策试点运行逻辑出发，探究政策试点选点、设计、执行、监控、评估、反馈过程中的总特征，进一步为政策试点提出思考。
Policy pilot is the key to promoting China’s economic and institutional transformation, and it is a “visionary repeated experiment”. In order to achieve the “dual carbon” goal, the 14th Five-Year Plan points out the need to accelerate the promotion of green and low-carbon development, reduce carbon emission intensity, and support regions with conditions to take the lead in achieving carbon emission peaks. Will the logic of policy operation and the interaction between central and local governments have an impact on the process of low-carbon policy pilot? Starting from sorting out the logic of low-carbon policy pilot operation, this article explores the overall characteristics of policy pilot selection, design, implementation, monitoring, evaluation, and feedback, and further proposes considerations for policy pilot.
