乡镇政府在农村土地流转中的角色定位失范及对策研究
Research on Anomie of Role Orientation of Township Government in Rural Land Circulation and Countermeasures

土地流转问题一直以来是社会关注的重点问题，在中国，土地是农民生存的根本，处理好土地流转问题，关乎民生福祉、关乎政府职能行使和政府公信力、关乎政府职能作用的发挥，三农问题一直是我国工作的重中之重，党和国家高度重视农业、农村、农民问题，土地流转事关农业问题的健康发展。新中国成立以来，国家在土地流转方面出台了多项政策，做了大量的工作，不同时期的土地流转政策不同，随着城镇化以及社会经济的发展，土地分散经营已经不能满足农民和社会的需求，如何处理好土地规模经营问题，以及提高土地的使用效率，是亟待思考的问题。乡镇政府在土地流转中扮演的角色在很大程度上决定着土地流转的效率与土地最终流转的结果，因而明确定位乡镇政府在土地流转中扮演的角色将有利于明晰土地流转问题的研究。
Land circulation has always been a key issue of social concern, in China, land is the fundamental survival of farmers, to deal with land circulation issues, related to people’s livelihood, related to the exercise of government functions and government credibility, and related to the role of government functions, three rural issues have always been the top priority of our country’s work, the Party and the state attach great importance to agriculture, rural areas, farmers issues. Land circulation is related to the healthy development of agriculture. Since the founding of the People’s Republic of China, the state has issued a number of policies on land circulation and done a lot of work. The policies of land circulation vary in different periods. With the development of urbanization and social economy, the decentralized land management can no longer meet the needs of farmers and society. The role of township government in land circulation largely determines the efficiency of land circulation and the final result of land circulation, so defining the role of township government in land circulation will help clarify the research on land circulation.
