论我国行政执法责任制的完善——以G省A市为例
On the Improvement of China’s Administrative Law Enforcement Responsibility System—Taking City A of G Province as an Example

进入新时代以来，我国的行政执法制度不断改革与完善，对行政执法责任制也提出了新任务、新要求。贯彻落实行政执法责任制，必须抓住责任追究这个核心问题。而如何做到在严格责任追究的基础上做到约束与激励并重，也是提升行政执法服务效能的重要环节。本文通过对G省A市行政执法过错责任追究制度的现状进行调研，发现还存在着诸多问题，如行政执法权责清单不完善、行政执法监督缺位等。本文将结合具体情况，对该市行政执法过错追究制度在实践中所存在的主要问题提出具有针对性的建议，以期能够对该市行政执法过错责任制的完善有所裨益，为其他地区完善行政执法过错责任追究制度提供参考。
Since entering the new era, China’s administrative law enforcement system has been continuously reformed and improved, and new tasks and requirements have been put forward for the administrative law enforcement responsibility system. To implement the administrative law enforcement responsibility system, we must grasp the core issue of accountability. How to achieve equal emphasis on constraints and incentives on the basis of strict accountability is also an important link in improving the efficiency of administrative law enforcement services. This article investigates the current situation of the administrative law enforcement fault accountability system in A city, G province, and finds that there are still many problems, such as the incomplete list of administrative law enforcement powers and responsibilities, and the absence of administrative law enforcement supervision. This article will provide targeted suggestions for the main problems in the practice of the administrative law enforcement fault accountability system in the city based on specific circumstances, in order to benefit the improvement of the administrative law enforcement fault accountability system in the city and provide reference for other regions to improve the administrative law enforcement fault accountability system.
